Gaim got Traveler's Senki because he was the 15th Heisei Rider. Drive didn't get a game because they were banking on SummonRide. Ghost got Game de Kaigan!! which was a simpler version of the All Kamen Rider games like some of the other Sentai games have recently been.
Rider Revolution however is upping the ante with 75 playable riders with all returning riders from Rider Generation 2 and new riders including...

I know Necrom will be playable and just hasn't been announced yet and Snipe falls in that category as well. It could be possible that Gemm or Lazer could be password riders like Wizard was in Rider Generation 2. We also don't know how many different forms will be available for Riders with them so that'll be something to keep an eye on as well.
